- Combine beef with soy sauce, oyster sauce, cornstarch, and sesame oil in a bowl. Toss thoroughly to coat and let marinate for 10 minutes at room temperature.
- Whisk together soy sauce, hoisin sauce, rice vinegar, chili garlic sauce, honey, garlic, and ginger in a small bowl until well combined. Set aside for later use.
- Heat 1 tablespoon vegetable oil in a large wok or skillet over high heat. Add marinated beef strips and stir-fry for 2-3 minutes until browned but slightly pink in center. Remove beef from pan and reserve on a plate.
- Add remaining 1 tablespoon oil to the hot pan. Add bell peppers, broccoli, carrot, and sugar snap peas. Stir-fry for 3-4 minutes until vegetables are crisp-tender and brightly colored.
- Return beef to the pan. Pour prepared sauce over the beef and vegetables. Stir-fry everything together for 2-3 minutes until beef is fully cooked through and sauce coats everything in a glossy finish. Remove from heat immediately.
- Sprinkle sliced spring onions over the stir fry. Serve immediately while hot, accompanied by steamed jasmine rice or stir-fried noodles if desired.
